i an only starting and have some questions.

i think it is possible with spline1dfitpenalized function

but i didn't find this function for Delphi XE
don't know what to do

Unfortunately, Delphi version is very old - still 2.6 branch while the rest of the library is 3.3 by now. It is planned to synchronize it with current version of the library in a month or so. If you really want to use penalized splines, you can try to work with C++ version of ALGLIB (call it from Delphi).

During the two days was able to translate the code of the whole chain of functions for Delphi
if interested translated code in the attached file

I am interested in the mathematical side of the issue

Hard to tell with histogram - this kind of charts was designed for quite different visualization problems. If you want to fit some set of points with spline, try to visualize these points using scatterplot.
