I downloaded ALGLIB here

Within the example is included "stdafx.h", but when looking at this file it is empty?
Should the file be empty or is the download broken?

No, it should be empty. It is essential for compilation under MS Visual C++ where it is used during precompiled headers generation. If you already have stdafx.h in your directory, do not overwrite it with ALGLIB file.
